One thing to look at:
Often on suspend windows does not happily suspend and restart
the TCP/IP subsystem. So servers with an open accept socket 
effectively stop listening as the socket gets dropped or
loses state. I noticed this way back with a laptop running NT. 
I strongly think the problem lies here as otherwise Pi3Web is
very unaware of suspend/resume.
Try it with IIS or PWS, a dollar says you'll see the same problem.
Right now no workaround occurs to me.
