perl/CGI help

Okay, I'm relatively new to Pi3, so plz forgive me if these questions
have been asked or answered, I'm running Pi3 on Windows 95 as a testing
platform for some new features I'm using at simplenet, and whenever I
try to run perl/cgi programs i get the following response

[Sun Jun 07 05:05:27 1998 GMT] CGI: Error reading response headers from
CGI program.
Start of command line is 'c:\access\perl\bin\perl.exe
C:\ACCESS\PI3WEB\Cgi-Bin\guest.pl '.

can anyone sugest what to do.. I've got the latest version of Perl
installed, using no long filenames for anything in the cgi program or
Pi3.....
